Bucharest, 27–28 November 2025
The EUROSAI Project Group on “Data Envelopment Analysis (DEA) and other benchmarking methods” held its 8th Workshop in Bucharest on 27–28 November. The DEA Project is jointly led by the Swedish National Audit Office and the Norwegian National Audit Office under EUROSAI Strategic Goal 2: Institutional Capacity Building.
The DEA method is a tool used in performance audits to assess the efficiency of public institutions across various areas of activity. The workshop was designed to provide participants not only with a solid theoretical understanding of the methodology but also with practical experience in applying specialized software and analytical tools for evaluating efficiency.
During the two-day workshop, participants were presented with the results of performance audits conducted by several SAIs in the fields of education and healthcare, where the DEA methodology was applied to assess the efficiency and performance of public institutions. In addition, participants gained hands-on experience using specialized software to analyze datasets specifically adapted for training purposes, strengthening their practical understanding of efficiency assessment techniques.
The event brought together representatives from various European Supreme Audit Institutions (SAIs). The Supreme State Audit Institution of Albania (ALSAI) was represented by Ms. Ermira Hoxha, Director of Human Resources, Ms. Arminda Bushi, Chief Auditor in the Department of Local Government and Public Property Audit and Ms. Laura Lila, Adviser.
