From 2 to 6 June 2025, the Advanced Workshop on the Supreme Audit Institution Performance Measurement Framework (SAI PMF) was held in Istanbul, organized by the INTOSAI Development Initiative (IDI).

The workshop aimed to further strengthen SAI PMF capacities across the EUROSAI region by equipping SAI staff with in-depth knowledge of the SAI Performance Measurement Framework (SAI PMF) enabling them to effectively conduct institutional performance assessments using the methodology developed by the IDI.

On the first day, the workshop commenced with presentations on the fundamental principles of the SAI PMF process. The sessions focused on explaining the Performance Measurement Framework, the structure and the procedures for conducting an institutional performance assessment.

Particular emphasis was placed on the methodology for assessing individual criteria, the results of which are aggregated at the dimension and indicator levels using the conversion tables provided in the SAI PMF methodology. This approach ensures a consistent, transparent, and evidence-based evaluation of a Supreme Audit Institution’s performance.

On the second day, presentations focused on conducting a root cause analysis, examining the various factors that influence an institution’s performance, as well as on the integrated assessment approach. Participants engaged in a practical case study, applying the “5 Why’s” technique and the Fishbone (Ishikawa) Diagram to perform a root cause analysis. They subsequently presented and discussed the findings of their analyses.

The third day began with participant presentations based on a practical exercise related to drafting a performance assessment report. The trainers then introduced the concepts of quality management and independent review. Participants took part in an exercise exploring the advantages and disadvantages of conducting a performance assessment internally by SAI staff, as well as discussing whether the results of a SAI PMF assessment should be made public.

On the fourth day, presentations addressed the methodology for repeating a performance assessment and explained how the SAI PMF can be used to monitor changes in an institution’s performance over time. SAIs that had already completed performance assessments within their own institutions shared their experiences, highlighting the implementation process, the challenges encountered, and the benefits gained from applying the SAI PMF.

On the fifth and final day, presentations focused on the practical application of the SAI PMF methodology and the recent improvements introduced to the framework. The workshop concluded with a summary of the key concepts presented throughout the programme followed by discussions on future steps.

The Supreme Audit Institution of Albania (ALSAI) was represented by Mrs. Nexhmije Kuka and Ms. Ana Xhabrahimi, auditors from the Department of Methodology, Strategic Planning and Professional Development.
