From 14 to 18 July 2025, the international training program entitled “Debt Management Performance Assessment (DeMPA) Methodology”, organized by the World Bank, was held in Vienna. The purpose of the training was to strengthen the institutional capacities of public authorities in improving debt management governance, with a particular focus on transparency, effectiveness, and fiscal sustainability.

The five-day program was delivered through a combination of theoretical sessions, presentations drawing on international experience, and practical group exercises, with a particular focus on:

  • The legal and institutional framework for public debt management;
  • The development and implementation of Debt Management Strategies (DMS);
  • Coordination with fiscal and monetary policies;
  • Borrowing processes and operational risk management;
  • Debt recording, reporting, and auditing;
  • The management of contingent liabilities and the development of action plans

Throughout the training, a dynamic and collaborative environment was fostered, enabling representatives from countries including: Armenia, Georgia, Albania, Indonesia, Moldova, Uzbekistan, and North Macedonia to share their experiences regarding the challenges and best practices associated with the development and implementation of public debt management strategies.

One of the most important components of the program was the practical group exercise, during which participants carried out a comprehensive DeMPA assessment of a hypothetical country, analyzing its performance against the methodology’s 15 key indicators and developing concrete recommendations for improving public debt management.

Participation in this training provided a valuable opportunity to deepen technical knowledge in the field of public debt management, while strengthening institutional capacities for conducting high-quality audits.

The Albanian Supreme Audit Institution (ALSAI) was represented at the training by Ms. Joniada Goçaj and Ms. Anjeza Gjoci.
