From July 21–25, 2025 as part of the INTOSAI Development Initiative (IDI) support mission for the Court of Auditors of Timor-Leste it was held the training session on Quality Assurance and Quality Management. ALSAI was represented by mentor Mrs. Aulona Jani, Director of the Department of Methodology, Strategic Planning, and Professional Development.
The selection of an ALSAI representative for this mission reflects the recognition the institution has earned in the international arena as a trusted and contributing Supreme Audit Institution (SAI) that helps advance audit quality management standards in the region. This recognition also opens avenues for future collaboration and reinforces ALSAI’s image as a SAI that shares knowledge, expertise, and leadership.
The mission undertaken by IDI aims to support the Camara de Contas (Court of Auditors of Timor-Leste) in initiating the implementation of the System of Audit Quality Management (SoAQM), based on the revised ISSAI 140 standard.
To lead and mentor this process, IDI invited ALSAI and the SAI of Cyprus, recognizing their successful experience in implementing Quality Management Systems and their ability to translate that experience into practical guidance for partner SAIs. During the training, intensive sessions were held on:
The new quality management framework based on ISSAI 140 and its impact on SAIs;
Identifying and defining quality objectives related to governance, ethics, engagements, and resource management;
Drafting initial risk registers and understanding risk-based approaches to audit quality management;
Introducing monitoring and remediation concepts to foster continuous system improvement;
In addition to providing valuable technical knowledge, these training sessions were particularly significant as the methodologies and lessons learned by the ALSAI were directly utilized as concrete examples for the Court of Auditors of Timor-Leste.
