On 18–20 November 2025, a workshop entitled “Capacity Building in Project Financial Management (PFM)”, organized by the Islamic Development Bank (IsDB) and the Multilateral Cooperation Center for Development Finance (MCDF), was held in Istanbul.

Projects financed by the Islamic Development Bank (IsDB) are implemented by Executing Agencies (EAs) and Project Management Units (PMUs) in member countries. PMUs and Supreme Audit Institutions (SAIs) have often faced various challenges related to financial management and audit requirements, including compliance with the operation of internal controls, as well as the timely preparation and completion of audits.

The workshop focused on reviewing financial management and audit compliance issues in projects supported by the Islamic Development Bank (IsDB).

The event brought together representatives from Project Management Units (PMUs), Supreme Audit Institutions (SAIs), Multilateral Development Banks (MDBs), as well as global partners such as PEFA and IDI.

The event served as an important platform for dialogue and the exchange of experiences on good practices in the financial management and auditing of development projects. Discussions focused on the current challenges faced by PMUs and SAIs, drawing on previous experience, established practices, and the latest technological developments in the fields of Project Financial Management and auditing.

Participants had the opportunity to identify practical challenges arising from project implementation and to discuss new approaches to improving the monitoring and oversight processes of IsDB-financed projects. The workshop provided an opportunity to:
– Identification and critical analysis of the key financial management issues affecting projects financed by Multilateral Development Banks (MDBs);
-Facilitation of group work to develop practical, cost-effective, and implementable solutions for IsDB member countries;
-Development of concrete recommendations to strengthen financial management and improve audit practices.

The ALSAI was represented at the workshop by Ms. Joniada Goçaj, Director of the Department of Quality Assurance and Standards Implementation, who, among other contributions, delivered an overview of the organization and functioning of ALSAI, as well as the institution’s current challenges and future plans for strengthening oversight.
