Following the meeting held in December 2025, on 17 February 2026 a working roundtable was organized in Tirana, with the support of the National Democratic Institute (NDI), for the Parliamentary Subcommittee on Public Sector Auditing and the Albanian Supreme Audit Institution, focusing on harmonizing the work between the two institutions with the aim of increasing the implementation of audit findings and strengthening accountability in the management of public finances.
The meeting was attended by the Chair of the Committee on Economy, Employment and Finance, Ms. Milva Ekonomi; the Chair of the Subcommittee on Public Sector Auditing, Mr. Igli Cara, as well as its members; representatives of the Albanian Supreme Audit Institution; NDI representatives; and others. Also present at the roundtable were a representative from the EU Delegation for “Chapter 32”, the SIGMA/OECD representative, Mr. Alastair Swarbrick, and the NDI representative, Mr. Anthony Staddon.
The meeting was opened by the NDI Albania Country Director, Ms. Ana Kovacevic, who emphasized that, following previous discussions, there is a need to establish a common approach to enhancing transparency, accountability, and the implementation rate of audit report recommendations.
The discussion focused on the application of practical mechanisms for interinstitutional cooperation between the Subcommittee and the Supreme State Audit, based on international standards and the Albanian legal framework. Representatives from SIGMA/OECD and NDI presented several good practices for effective cooperation between Parliament and the Albanian Supreme Audit Institution, focusing on practical mechanisms, the selection of an audit report for review, concrete steps for following up on audit recommendations, and related aspects. They stressed that public hearings are the main instrument of public accountability and that strengthening cooperation between the two institutions, in support of effective parliamentary oversight with tangible public impact, remains a priority also within the framework of negotiations for accession to the European Union.
This roundtable also served to define the Subcommittee’s future work priorities and to further strengthen transparency in oversight processes.
