ALSAI representatives attended the International Conference organized by the National Audit Office of the Republic of Kosovo (NAO)


On February 12, 2020, the National Audit Office of the Republic of Kosovo (NAO) organized the conference "The Meaning and Importance of the Membership to INTOSAI: Impact and Benefits for the Supreme Audit Institutions". The conference was organized on the occasion of NAO's membership to International Organization of Supreme Audit Institutions (INTOSAI).

High representatives from Supreme Audit Institutions such as Sweden, United Arab Emirates, Poland, Turkey, Finland, Albania, Northern Macedonia, Montenegro, European Court of Auditors, as well as representatives from INTOSAI attended the conference. The conference was also attended by high representatives of Kosovo's public institutions, representatives of civil society, media and international organizations and donors.

The Auditor General of Kosovo, Mr. Besnik Osmani, opened the conference by extending his gratitude and acknowledgment to the attendees for participating in the conference and for their contribution in the process of membership to INTOSAI. Mr. Osmani emphasized that the NAO membership to this organization is a very significant moment for each audit institution considering that INTOSAI is a global platform for cooperation, exchange of experiences, setting of audit standards and promotion of capacity building.

The conference was focused on addressing three important issues for Supreme Audit Institutions such as:

- The meaning and importance of the membership to INTOSAI, impact and benefits for SAIs;

- How to implement the International Standards of Supreme Audit Institutions - best practices;

- The role of Treasury in managing public money and the impact of external audit.


The first panel discussed about "The Meaning and Importance of the Membership to INTOSAI: Impact and Benefits for the Supreme Audit Institutions". The keynote speakers were - Mr. BesnikOsmani, Auditor General of Kosovo, Dr. Harib Saeed Al Amimi, President of the State Audit Institution of the United Arab Emirates, and former President of INTOSAI; and via video message Mr. Gene L Dodaro, the Comptroller General of the United States, U.S. Government Accountability Office. All the speakers emphasized the importance of being an INTOSAI member.

SAIs have benefits, rights and obligations from this membership. The benefits are related with increasing opportunities for professional capacity building, focusing on key audit issues, engaging in joint working groups, increasing knowledge sharing opportunities, benefits through cooperative audits, peer review processes etc. But being a member of INTOSAI also results in obligations such as: the SAI must work to maintain its independence, be an active member and share experience, be a model institution, and promote integrity and transparency.

In the second panel keynote speakers shared their experiences during the implementation of ISSAI Standards.In this panel the keynote speakers were Mr. Bujar Leskaj, Chairman of Albania Supreme Audit Institution, Mr. Geoffrey Simpson, Director of the Audit Quality Control Committee at the European Court of Auditors, Mr. Jari Sanaskoski, Director for Financial Audit at National Audit Office of Finland, Mrs. Tanja Tasevska, Advisor to the Auditor General of SAI of Northern Macedonia, Mr. Murat Ince, Principal Auditor at the Turkish Court of Accounts.

In his speech Mr. Leskaj shared the work done by ALSAI to implement the International Auditing Standards and how these standards have become an incentive in enhancing the ALSAI's professionalism. Mr. Leskaj emphasized that: “Implementation of ISSAI standards has been progressive since 2012 by translating into Albanian and subsequently publishing a series of international standards, guidelines and manuals of INTOSAI and the U.S. Government Accountability Office - GAO”. Following, the Chairman of ALSAI presented other aspects of ISSAI implementations such as: establishing the Performance Audit Department and IT Audit Department, updating of audit manuals, cooperation with IDI for ISSAI implementation, drafting and implementing development strategies, peer review, etc.

In the third panel "The role of Treasury in managing public money and the impact of external audit", Mr. Ahmet Ismaili, Director General of the Kosovo Treasury, Mr. Milan Dabovic, President of the Senate of the State Audit Institution of Montenegro, Mr. Wieslaw Kurzyca, Advisor to the President of the Supreme Audit Institution of Poland discussed and shared experiences on the topic. The main discussions were focused on how the Treasury system is organized in these countries and the difficulties that SAIs face in auditing this system.

In this conference ALSAI was represented by a delegation led by the Chairman Bujar Leskaj, with the participation of Mr. Qeram Cibaku, Director of Methodology and Development Unit and auditors Delor Prosi, Ermira Vojka, Erieta Këlliçi, Megi Kurushi, Jovan Plaku, Artan Mirashi and Eduart Stefasani.
